How to complete and submit a referee report.

Step One: Downloading your assigned article

If you have been assigned as a referee to a work, you will receive an email with all of the information needed to complete your report. Please read this email thoroughly, as it contains plenty of helpful information about how to review the article assigned to you once you have downloaded it.

To download your report, follow the first link in the email:

In the window that opens, select the file next to "Document for Referee"(Please note, you may be asked to log in to CGPublisher. Once you log in, you will be redirected to this page):

This will download the file directly to your computer. If prompted, choose a place to save the file that is easy for you to locate. Otherwise, look for the file in your downloads folder.

Step Two: Completing your report
The file you have just downloaded includes an introduction to the refereeing process, followed by a blank referee report and then the article itself.
  1. Read the article and evaluate the content by using the attached report form. To complete the evaluation you must provide the numeric scores under the Evaluation Criteria and provide suggestions and comments for each of the five evaluation levels: 1. Thematic Focus and Empirical Grounding, 2. Conceptual Model, 3. Explanatory Logic, 4. Implications and Applications, 5. Quality of Communication.
  2. Please be respectful and professional when providing feedback. It is our policy not to vet or alter the referees' comments prior to returning the report to the author.
  3. Make annotations to the article using a method that clearly differentiates your text from the author's, such as block letters, different colored text, or the Track Changes function in Microsoft Word. This is a two-way anonymous review; if your name appears as the commenter, we will delete your identifying information.
  4. Once you have finished your evaluation of the article and completed the report, save the file to your computer. Please name the file something which is different from the original file, so you do not submit the blank report by accident. Please keep all pages of the original document attached so we can verify the report correctly corresponds to the proper article.
  5. Upload the completed report to CGPublisher using the same link from which you downloaded the original report. When uploading the completed report, please include the total numerical score and recommend a publication decision.

Step Three: Submitting Your Report

Once you have completed your report, you will need to submit it in CGPublisher. To do so, go back to the email you received that assigned you to the work, and select the second link provided:

From the page that opens, select "Upload Referee Report" (Please note, you may be asked to log in to CGPublisher. Once you log in, you will be redirected to this page):

On the next page, select the "Choose File" button, select your completed report, and select "Open". Then, choose your report status (accept or reject - if you are unsure whether it is an "accept" or "reject" please reference your Referee Report Summary Sheet included with your assignment), then select "Submit report to Publisher":

At this point, your referee report is complete. You should receive a confirmation email shortly letting you know that we have received your report.


Why are you asking me to be a reviewer?

As part of our publishing agreement, authors agree to review at least three papers per author. If an article meets the "initial submission requirements" and is verified by CGRN staff, the author(s) (and coauthors, if applicable) are then eligible to be assigned as peer reviewers. Each each author(s) and coauthor(s) may receive up to three peer review assignments. If you have not submitted an article to a CGRN journal, you may have signed up to be a volunteer reviewer.

Why can I not upload my referee report?

Please note that Internet Explorer users and Safari users often have difficulty accessing the CGPublisher system. Therefore, we recommend using Chrome or Firefox to access the CG Publisher system. If you are unable to upload your referee report, please send your completed report directly to and request assistance troubleshooting the problem.

What if I cannot complete the report by the deadline?

If you will not be able to complete the report by the deadline, please contact us as soon as possible. Often, extensions to a deadline are available within a reasonable timeframe. We do our best to be flexible with these deadlines to ensure each author receives a complete and thorough review of their work.

What if my area of expertise does not match the topic very well, to the extent that I don't feel qualified to review a particular work?

If a peer reviewer feels unqualified to review a particular manuscript, he or she is encouraged to notify the editorial staff or support team to be excused from the assignment.
